TTN at the National Library of Norway: AI for Norwegian Affairs & Powering Change in the Industry
The quarterly AmCham Tech Talent Network (TTN) convened at the National Library of Norway for a thought-provoking and timely discussion on the possibilities of AI in shaping society and the workplace. Joining us was Wilfred Østgulen, CIO at the National Library, sharing insights into their work in digitizing Norwegian cultural heritage, and Aker Solutions‘ Chief Digital & AI Officer, Sara Amar, providing reflections on the intersection between machine and human intelligence.
Wilfred Østgulen opened the session by highlighting the National Library’s mission to ensure the preservation of published materials from all publishing platforms for future generations, making it the foremost database of knowledge about Norway and Norwegian affairs. Already in 2005, the library decided that their collection must be digitalized in order to maintain its relevance and be accessible to the public, and is a major success-story in Norwegian digitization that few are aware of. The library supports these efforts with a large team of IT experts and its own data center in Mo i Rana, where collections are preserved digitally in three copies across two locations on different technologies, with digital fingerprints used to detect any changes to files.
With the library’s vast collections forming one of the most comprehensive datasets of Norwegian knowledge and culture, Østgulen underscored how responsible AI development depends on access to high-quality, representative data. He noted that as AI systems grow increasingly capable, the cultural context they are built upon becomes ever more important. Ensuring that Norwegian language and cultural nuances are included in emerging AI language models is essential for safeguarding national identity in the digital era. Østgulen emphasized that preserving cultural integrity in AI systems is not only a technological challenge, but also a societal responsibility.
The Norwegian government has increased funding for the National Library in recent years and has proposed a further boost in 2026 to support continued digitalization efforts and the development of a Norwegian LLM, currently in process.
Following Østgulen’s remarks, Sara Amar provided an industry perspective on how artificial intelligence is transforming the way businesses operate, innovate, and deliver value. Amar shared practical insights into Aker Solutions’ approach to embedding AI across all facets of the organization, in enhancing project delivery, improving productivity, and elevating customer experience.
She further stressed that the potential of AI does not only lie in automation, but in the collaboration between human intelligence and machine learning. Reflecting on the rise of generative AI, Amar noted that its true revolution stems from how humans interact with these systems and emphasized that innovation is an ongoing process of adaptation and learning.
Finally, Amar emphasized that for companies to truly benefit from AI, leadership must be fully committed to absorb upfront costs and navigate implementation hurdles, adopt a clear strategic vision that links AI to business outcomes, redesign decision-making so human oversight complements automated insights, and invest in sustained workforce transformation and upskilling as part of long-term planning.
Together, Østgulen and Amar offered a reminder that the future of AI in Norway depends not only on innovation, but also on preserving the nation’s identity, creativity, and humanity within the digital realm.
