F-35: Tett industrisamarbeid mellom Norge og USA

Regjeringen legger stor vekt på å opprettholde og videreutvikle samarbeidet mellom norsk og amerikansk industri knyttet til anskaffelsen av nye kampfly. Målsettingen for industrisamarbeidet er, og over tid, sikre nasjonal verdiskaping i samme størrelsesorden som flyenes anskaffelseskostnad.

Norges deltakelse i utviklingsfasen har gitt norsk industri anledning til å konkurrere om deleproduksjon til fly og motor, og har så langt gitt kontrakter til en verdi av om lag 4,1 mrd. kroner. Det foreligger et betydelig potensial for inngåelse av nye kontrakter med de amerikanske leverandørene etter hvert som produksjonen øker.

Forsvarsdepartementet legger stor vekt på at både Joint Strike Missile (JSM) og APEX (25 mm kanonammunisjon) blir integrert i F-35 for å møte våre operative behov, samtidig som dette åpner opp muligheter for norsk industri på eksportmarkedet.

Europe’s Largest Aluminum Producer Is Dodging US Tariffs

Norway, Europe’s largest producer of aluminum, is counting its blessings that only a minuscule amount of the metal it ships abroad is sold to the U.S.

About 97% of Norway’s 31.9 billion kroner ($4 billion) in aluminum exports last year to European markets, while only 0.2 percent was sent to the U.S., Statistics Norway said in a new report on Tuesday.

Norway also benefited as the European Union has decided to keep the Nordic country out of any retaliatory measures. Norway is a member of the internal market through the European Economic Area agreement.

But the statistics agency also raised a warning finger. Exports would take a hit should the U.S. introduce increased tariffs on European cars. Norway is home to aluminum producer Norsk Hydro ASA. “Increased tariffs could lead to a spiral of retribution, with tariffs on more goods from several countries,” the agency said.

The chief executive officer of Norsk Hydro said that profitability hasn’t been hurt by the steeper tariffs. “We have the same margins in the U.S. now as before prices have gone up and that means that consumers and end-products in the U.S. are paying the bill,” Svein Richard Brandtzaeg said in an interview on Tuesday.

Norway, which has a trade deficit with the U.S., voiced its dismay with the escalating trade tensions. “In addition to the climate this creates for international trade, it’s also from a Norwegian point of view completely incomprehensible and grossly unfair if it were to hit Norway,” Trade Minister Torbjorn Roe Isaksen said in an interview.

Excluding oil and gas, aluminum accounted for almost 8 percent of Norway’s exports in 2017.

Norway is the Second Safest Country in the World

Norway tops on Gallup’s Law and Order Index, a worldwide gauge of people’s sense of personal security and their personal experiences with crime and law enforcement.

Today global analytics and advice firm Gallup released its annual update on global perceptions of security.

Norway ranks second in the world for security on Gallup’s Law and Order Index. The index consists of four questions about people’s actual experience of theft and assault/mugging, their confidence in local police and safety walking alone at night.

The index allows a minimum score of 0 and a maximum score of 100. Norway’s overall score of 93, shared with Iceland and Finland, is second only to Singapore.

On the individual index items:

1) Eighty-seven percent of Norwegians have confidence in their local police, the seventh highest percentage in the world.

2) Eight percent of Norwegian households have had money or property stolen in the last year, close to but not among the very lowest rates in the world.

3) Ninety-three percent of Norwegians feel safe walking alone at night in their city or area, second only to Singapore.

4) Just 1% of Norwegians report having been assaulted or mugged in the last 12 months, tied with Hong Kong, Japan and a number of other countries.

Equinor Offered Seven Licenses in Norway’s 24th Licensing Round

STAVANGER — The Ministry of Petroleum and Energy has offered Equinor seven licenses in the 24th licensing round – five operatorships and two partner positions.

“We have a clear ambition of maintaining profitable production at today’s level on the Norwegian continental shelf (NCS) until 2030 and beyond. It is therefore crucial that we are awarded new exploration acreage beyond already opened areas. We are pleased with the offer we have received today,” said Arne Sigve Nylund, Equinor’s executive V.P. for development and production in Norway.

The award includes a commitment well in the southwestern part of the Barents Sea. Equinor has also been offered an interesting license in deep waters in a frontier part of the Vøring basin, in the Norwegian Sea.

“This award is in line with Equinor’s exploration strategy, securing us access at scale. Exploration on the Norwegian continental shelf (NCS) is becoming ever more challenging. It is important to Norway and the companies to map remaining commercial resources both in the Norwegian Sea and the Barents Sea. We see the need for testing new exploration models and that is what we aim for in these licenses. Proving alternative exploration models is the best way of fully mapping the NCS resources,” says Nicholas Ashton, head of exploration on the NCS.

“We have built on our 40-year history in North Norway and our long exploration experience from the Barents Sea. We therefore want to clarify the potential in the western margin of the Barents Sea and in the Hoop area around Wisting. An Equinor team has worked for a long time on preparing this application, and I am very proud of everyone who has coopered across Equinor to secure the award we received today,” said Ashton.

In contrast to the awards of the 23rd licensing round, the majority of these awards are less mature and therefore require more work before the drilling candidates are ready. Consequently, Equinor will gather and interpret data before the licenses are presented to the partners who will decide on any drilling of exploration wells.

Equinor Awards Historically Large Contracts to Baker Hughes, Halliburton and Schlumberger

Norwegian oil and gas firm Equinor has awarded drilling and well service contracts worth 30 billion Norwegian crowns ($3.68 billion) to Schlumberger , Halliburton and Baker Hughes, it said on Monday.

The contracts cover integrated well services, such as directional drilling, drill bits, fluids and cementing, for an initial four years, and can be extended for up to 10 years.

“The purpose of integrated drilling and well services is to clarify roles and responsibilities,” Equinor, formerly known as Statoil, said in a statement.

“This results in less interfaces and more clearly defined responsibilities, facilitating more seamless planning and implementation of the operations between the various contributors,” it added.

Last November, oil firm Aker BP signed a five-year integrated well service alliances with Halliburton, Odfjell Drilling and Maersk Drilling.

Stortingets utenriks- og forsvarskomité besøker New York og Washington

Stortingets utenriks- og forsvarskomité, under ledelse av Anniken Huitfeldt, besøker New York 17.–19. juni og Washington DC 19.–21. juni.

I New York omfatter programmet møter i FN med blant annet FNs barnefond (UNICEF), FNs befolkningsfond (UNFPA), FNs avdeling for fredsbevarende operasjoner (DPKO), FNs sentrale humanitære samordningsenhet (OCHA) og FNs Høykommisær for menneskerettigheter  (OHCHR). Videre besøker komiteen IBM Watson Labs, og møter representanter for ledende medier.

Under besøkene i FN vil informasjon om ansvarsområdene og aktivitetene til avdelingene som møtes være viktig. Videre vil relevant tematikk være økonomien i FN og status for generalsekretær Guterres’ reformagenda. Norges kandidatur til FNs sikkerhetsråd i 2021–2022 vil også bli berørt.

I Washington besøker komiteen Kongressen, Utenriksdepartementet, Forsvarsdepartementet, USAs nasjonale sikkerhetsråd, og har møter med tenketanker og analytikere.

USA er Norges nærmeste allierte, og landets politikk overfor særlig NATO, Europa, Russland og Midtøsten har stor betydning for norsk utenriks-, sikkerhets-, og forsvarspolitikk. Transatlantiske forbindelser, det bilaterale forholdet, globale spørsmål og forståelse av den innenrikspolitiske situasjonen i USA vil være viktige temaer.

Kongsberg Receives Order for Deliveries to F-35 Worth 525 MNOK

Kongsberg Defence & Aerospace AS (KONGSBERG) received an order from Lockheed Martin valued at 525 MNOK for deliveries of more than 150 F-35 Joint Strike Fighter aircraft.

The order consists of deliveries of aircraft structural parts in the form of Rudders and Vertical Leading Edges for the LRIP 11 production Lot and represents a continuation of previous orders for F-35, where Kongsberg has delivered parts since the LRIP 3 production Lot.

“This order demonstrates KONGSBERG’s continued competitiveness of high end manufacturing for the F-35 program. We are also pleased to see how the program ramps up and the associated increased yearly production quantities”, said Terje Bråthen, Executive Vice President, Kongsberg Defence & Aerospace.

Sykehusfinansiering er ikke Novartis’ melkeku

Det er provoserende at BT og helsepolitikere som helseminister Bent Høie omtaler Novartis som uetiske ved å hevde vi oppfordrer til melking av sykehusenes finansieringsordning gjennom splitting av medisin og utnyttelse av DRG-systemet.

Novartis er ikke tjent med splitting og DRG-utnyttelse. Splitting betyr i dette tilfelle at legene trekker opp flere doser fra et medisinglass selv om glasset er beregnet for engangsbruk. Øyesykdommen vi snakker om behandles med en sprøyte i øyet. Novartis mente i 2007 og mener fortsatt at splitting går på bekostning av pasientsikkerheten.

På samme tid er splitting øyemedisin ikke en praksis Novartis har innført. Sykehusene velger selv hvordan de bruker medisin. Novartis var kjent med at flere sykehusavdelinger, inklusive Ullevål, siden 2007 splittet øyemedisin. Vi har hele tiden hatt en klar instruks om ikke å oppfordre til splitting og har ikke avdekket brudd på denne instruksen.

Novartis er ikke tjent med utnyttelse av sykehusfinansiering. Diagnoserelaterte grupper (DRG), er sykehusenes finansieringssystem. Systemet består av faste overføringer fra staten, men også finansiering basert på behandlingene som utføres. Dersom sykehuset behandler og registrerer to øyepasienter, men kun benytter seg av én pakke Lucentis (som er tiltenkt én pasient) får likevel sykehusavdelingen betaling fra staten tilsvarende to pakninger. Dette er utelukkende en gevinst for sykehusene, og i praksis et tap for Novartis som har solgt én fremfor to pakker.

I den grad det har foregått utnytting av sykehusfinansieringen fremstår det oppsiktsvekkende at BT velger å rette søkelys mot Novartis, fremfor praksisen og den eventuelle gevinsten øyeavdelingene har hatt siden 2007 som følge av ikke-godkjent behandling med Avastin.

Helsedirektoratet bestemte seg for å endre DRG-refusjonen i disfavør av Avastin og skrev: For å unngå sterke økonomiske insentiver til å bruke rimeligere, men ikke godkjent preparat, ble reglene endret. Fra 2011 blir behandling med Avastin gruppert i annen DRG (802P) enn behandling med Lucentis …, og utløser dermed også en annen refusjon. Etter vår mening viser det manglende forståelse for saken når BT hevder at diskusjon av DRG-satser er å «utnytte statens prisliste».

Novartis diskuterer gjerne kodekvalitet. Riksrevisjonen lanserte i 2017 en rapport om kodepraksisen ved norske sykehus. Den medisinske kodingen beskrives som svak, og det har blitt observert vesentlige avvik. På samme tid vet vi at DRG-satsene kan skape vridende effekter ved at sykehus får insentiver for å velge behandling med bakgrunn i økonomi fremfor pasientens beste.

BT belyser på samme tid ikke den grunnleggende problemstillingen, nemlig økonomisk motivert «off label»-bruk av medisin, dvs. at Legemiddelverket ikke har godkjent medisinen til en bestemt sykdom. Det er særlig to hovedproblemstillinger vi mener er underkommunisert:

1) «Off label»-bruk setter pasientsikkerhet på spill. Myndighetene har ikke evaluert effekt og sikkerhet eller godkjent at Avastin kunne brukes i øyet. På samme tid er Avastin ikke produsert i doser tilpasset øyet. Lucentis ville aldri bli godkjent til øyebehandling om medisinen ble lansert i samme store pakning som Avastin. Novartis mener «off label-bruk» kan aksepteres når det ikke eksisterer godkjente behandlingsalternativer. Det var imidlertid ikke tilfelle i denne saken.

2) Hvis det tilrettelegges for økonomisk motivert behandling uten dokumentasjonskrav, mener Novartis det undergraver helsemyndighetenes godkjenningsinstitutt og industriens insentiver for å drive forskning. Novartis tar risikoen og tapene der forskning på ny medisin ikke gir resultater, men belønnes med enerett på salg i en avgrenset periode når forskningen resulterer i godkjent medisin.

Hvorfor har ikke BT innhentet synspunkter fra Statens legemiddelverk og for den saks skyld Høie om de synes det er greit at leger bruker medisin som ikke de har godkjent? Novartis ønsker å diskutere «off label-bruk» med helsepolitikere, fremfor å bruke tid på å kommentere løse og alvorlige anklagelser i mediene.

Thin Film Sees NFC Tags Leveling Playing Field for Brands

A small tag that costs less than 10 cents could put a dent in the marketing machines of Alphabet Inc.’s Google and Facebook Inc.

Thin Film Electronics ASA, based in Oslo, produces near field communication (NFC) tags for consumer brands. The tag is put on a product package or label and allows brands to communicate directly to customers through mobile devices. Shares rose as much as 5.3% in Oslo and were up 5% to 1.938 kroner as of 9:25 a.m.

“Not every brand is able to benefit from what Google and Facebook are doing,” Chief Executive Officer Davor Sutija said in an interview in Oslo last week. “Many of the major brands see our solution as leveling the playing field.”
