The inauguration of President Joe Biden in January was greeted with huge relief in Europe. Renewed US support for multilateralism and alliances seemed to augur a new era of transatlantic cooperation and US global leadership.

However domestically, Biden faces enormous policy challenges, dealing with the dual health and economic crisis of COVID-19, at a time when the United States remains bitterly divided. In addition to this, Democrats are far from cohesive on their policy agenda and hold a wafer-thin majority on Capitol Hill. Will the demands of domestic policy impact the will and capability of the United States to resume a global leadership role?
